May 2019 UPS Pickup Window

The UPS pickup window closes on Wednesday, June 5, with late pickup June 6 – 11. Instructions on how to schedule a pickup can be found in the Test Coordinators Manual (Appendix B) and on the Help & Support site: All scorable paper test materials need to be returned to Measured Progress no later than June 11 in order to avoid delays in score reporting.

May 2019 Online Administration

The May 2019 paper administration for Government and HS MISA closed on May 31. The online administration will close Friday, June 7.

Summer 2019 Administration

The Summer 2019 administration window for Government is from July 22 through August 2, 2019.

  • The first Pre-ID window for the Summer administration is June 12 – 21, 2019. When creating the pre-ID file, please be sure to use the updated CSV template available through the HSA Portal and also provided on the MD Help and Support site (
    • Reminder: The enrollments loaded during this Pre-ID window will automatically order your administration manuals and paper test materials. For any enrollments loaded after this time, you will need to order materials through the Additional Materials application.
  • The second Pre-ID window for the Summer administration is July 5 – 11, 2019.

Scheduling Test Sessions

You are now able to go into the HSA Portal to start scheduling test sessions. If you need a refresher on how this process works, there is a small tutorial on the Help & Support site about creating classes and test sessions:

Bulk Uploads During the Administration

The HSA Portal allows for bulk uploads between the hours of 3:00 p.m. and 5:30 a.m. during the testing administration. We've regulated it to those hours as to not interfere with peak student testing times. The bulk functionality available during those hours are:

  • Creating and editing classes via the bulk upload
  • Bulk uploading of Accommodations
  • Exporting an Accommodations report for a school
  • Exporting a Pre-ID report from the Pre-ID Management page, and
  • Creating and editing user account (LAC & STC) via the bulk user upload

If student/class information needs to be updated between 5:30 a.m. and 3:00 p.m., you can make changes manually within the Portal. Students that need to be registered for the first time cannot be bulk uploaded at any time and need to be manually updated.

Test Administration Documentation

As a reminder, policy and test administration documentation can be found on the Help & Support site: You will find instruction on topics such as: student transfer policy, program school student policy, and UPS pickup requests.

Government TAM Errata Notice

It has been determined that an additional instruction needs be read to students as part of the online testing script for Government. This Government TAM Errata Notice has been posted to the Help and Support site ( and was also delivered to all schools on April 29. One Government TAM Errata Notice was shipped for each TAM ordered during the initial pre-ID. The Errata notice will also be shipped with all Government TAMs ordered during the additional paper materials ordering window.

January 2019 Score Labels

The score labels for the January administration should have arrived in districts Friday, April 12. If you have not received your shipment, please reach out to the HSA Help Desk.
